1. Define one requirement: quantity, specification, delivery point and required date
For example, 200 identical components by 15 October. Without a common baseline, even correct prices are incomparable.
2. Extract the same fields from each offer: unit price, currency, VAT, minimum order, delivery cost and time, payment, warranty and offer validity
